I participated from July 10-13 in International Conference on Trends in Knowledge and Information Dynamics, which was organized by DRTC-ISI (Documentation, Research and Training Center, Indian Institute of Technology).
The conference was a big success for our friends ARD Prasad and Devika Medalli from DRTC. More than 200 participants and more than 100 presentations in various workshops (https://drtc.isibang.ac.in/ictk/drtc/isibang.ac.in/ictk/selected_papers) showed the richness of work and research in Indian Library and Information Science.
Norbert Lossau (State University Library Goettingen), Donatella Castelli (CNR- ISTI) and Carlos Morais (European Commission) represented International Projects to create a e-Infrastructure for research. Open Infrastructure for Open Science is the direction to go: Open Access not only to scholarly publications but also to the research data and the research tools, which are at the basis of these papers.
Big success has been made already. Donatella Castelli reported that the DRIVER repositories now have 5,000,000 documents from 338 repositories out of 45 countries. The project openAIRE+ now tries to make linkages between Institutional Repositories and Data Sets.

The concluding panel on "open access" agreed that at the moment and active engagement of the Information Specialists and libraries is necessary to populate Institutional Repositories. Scientists mostly are not against Institutional Repositories, but the current system of rewards for scientif work forces them to concentrate on selecting a High Impact Factor Journal to publish their papers. THis all will change dramatically in the future. Paper publishing will not stay the principal way of disseminating scientific knowledge. Access to data will be equally important and so curation and publishing of data.
We now have to set the societal and institutional culture and the technical framework. The results of science must be accessible and usable for all.
